I have written this blog not as an expert on neither disaster management, nor am I a civil engineer or Geologist Rather I am simply a Mechanical engineer and being a member of flood control and disaster management within the steel plant premises and extending that little knowledge I gathered from there I have put down my thoughts just to instigate the knowledgeable persons in this line , Bureaucrats ,politicians and last but not the least our Government to think and rethink over my proposal before putting it to dust bin as my only intention of writing this blog to draw your kind attention only, towards the needs of disaster management considering the miseries of flood affected people of our country and natural disasters.
A Project report on flood catastrophe administration
The flood disaster this year in 2019 – 2020 is gravest throughout the country. In the past when we were technologically not so advanced to combat the flood disaster, nor could we plan the cities with good drainage systems,still the country had never witnessed such a grave disaster not in some parts of the country but throughout the country. The central Government ,state governments are helpless to deal with the situation except some rescue work through the NDRF or army team .Even the weather forecasting teams are saying that such heavy rain in these rainy seasons is a surprise for them too.
Yes, it is a well known fact for the whole world ,that this situation was going to come sooner or later when we were doing harm to nature in our own ways.
And now we are talking of environment protection. Yes it is a positive thinking but can we repair the damage we have been doing since the last many decades in a few years, to stop the disaster of nature.
So we have to face this type of disaster, which may be more devastating than this time until we can do something good to protect our environment in the long run.

So we now have to face one of these catastrophe, which can be extra devastating than this time till we will do one thing good to guard the environment in the long term.
Root cause analysis of disaster
To combat the disaster we will have to find out its root cause. Here in the context of very heavy rain and flood situations there after along with landslides and erosion ,we should study the following facts.
- What is the natural system of rain and what could be the reasons disturbing this natural system as nature always follows a fixed pattern like day and night ,change of seasons etc, unless being disturbed by some external agency.
- After thorough analysis if the reason is something which needs long term and continual efforts like environment protection measures we should go for immediate measures in addition to going for environment protection measures.
- The deep study will teach us both long term and short term measures of disaster management. For example we all know the big plants through its roots bind and hold the soil and prevent soil erosion .Now wherever there is no such plants specially on the bank of rivers or valise where the soil erosion is prominent, plantation of tree saplings is good measure but will take long time to give desired effect so in that case we may think to construct a plant like structure with web or root structure at its base deep in land to hold the soil.
- Similarly on the banks of river we find lots of erosion when heavy flow hits the banks so if heavy flow is diverted by inclined structures just eight to ten feet long and four to five feet high at both side of bank at appropriate intervals so that water glides through it and goes to mainstream instead of hitting the bank causing erosion. The loose soil on banks can be strengthened by rock pieces or bricks.

Highlights of suggested corrective innovative concepts
- Artificial plantation to prevent soil erosion
- Angular structure to prevent bank erosion
- Banks loose soil strengthening
- Over the years all the rivers have brought along with it slits and soil during its flow from point of origin to final discharge point and got it spread over its bed ,thus reducing its volume i.e. water carrying capacity causing overflow of water through banks to the surroundings.
- River bed cleaning and deepening can be done in the dry season manually by machines or by floating logs anchored with scraping plates touching the bed on plain land beds.
- Canals can be tapped out from rivers to remote villages and towns for irrigation as well as transportation purpose ,this will accommodate the surplus water of villages and towns
- All the drains should be wide ,deep and essentially clean to discharge to a pit where it is sucked by high pressure pumps and discharged to a sewage cleaning tank and then to rivers .
- All the water logging points to be connected with suction pumps discharging to canals, or rivers through pipelines.
